Covid-19 Pandemisi ile Mücadele: Gelişmiş Ülkelerin Yardım Politikaları

 


Giriş

2020 yılının ilk aylarından beri Çin’den başlayarak tüm dünyayı etkisi altına alan ve aradan geçen 1,5 yıla karşın etkileri henüz tam olarak atlatılamayan Covid-19 veya koronavirüs pandemisi ile mücadele, kuşkusuz, günümüzde uluslararası siyasetin en önemli gündem maddesi olmaya devam ediyor. Öyle ki, yakın zamana kadar savaşlar ve askeri teknolojiler için büyük paralar harcayan devletler, şimdilerde, -koşulların zorlamasıyla- sağlık harcamalarında da ciddi bir artış içerisine girmiş durumdalar. Daha da önemlisi, -Covid-19’un hava yoluyla bulaşabilen sınır-aşan bir hastalık olması sebebiyle- bu konuda ulusal ve bölgesel tedbirler bile yeterli olmayacağı için, hayatın tam anlamıyla normale dönebilmesi için dünyadaki tüm ülkelerin hastalıkla mücadele konusunda atılım yapmaları ve iyi bir seviyeye gelmeleri gerekiyor. Ancak Afrika kıtası başta olmak üzere dünyadaki birçok bölgede çok sayıda ülkenin ekonomik koşulları iyi olmadığı için, bu konuda sorumluluk kuşkusuz ekonomisi iyi durumda olan zengin (gelişmiş) ülkelere düşüyor. Bu yazıda, Covid-19’la mücadelede gelinen aşamayı ve gelişmiş ülkelerin bu konudaki yardım politikalarını analiz edeceğim.

Ülkeler ve Aşılanma Oranları

Oxford Üniversitesi’ne bağlı Oxford Martin School’un oluşturduğu “Our World in Data” web sitesinin güncel verilerine göre[1]; yaklaşık 7,9 milyarlık dünya nüfusunun henüz yalnızca yüzde 30,4’ü bir doz aşıya erişim sağlamış durumda. Tamamen aşılanan nüfusun oranı ise sadece yüzde 15,8. Ancak gelir seviyesi düşük ülkelerde bir doz aşılanma oranı bile henüz yüzde 1,2 seviyesinde. Dolayısıyla, Covid-19’la mücadelenin dünya genelinde 2021 yılı boyunca ve gelişmekte olan ülkelerde ise 2022 yılı ortaları ve belki de 2023 yılına kadar bile süreceğini öngörebiliriz. 

Ülkeler bazında bakıldığında ise; nüfusunun yüzde 62,49’u tamamen, yüzde 9,73’ü de kısmen aşılanan Kanada’nın yüzde 72,2 ve nüfusunun yüzde 61,53’ü tamamen, yüzde 10,28’i de kısmen aşılanan İspanya’nın da yüzde 71,81 oranı ile dünyanın zirvesinde oldukları görülmektedir. Bu alanda Birleşik Krallık, Fransa, İtalya, Almanya ve Amerika Birleşik Devletleri’nin (ABD) de dünyada çok iyi durumda oldukları anlaşılmaktadır. Türkiye de, yüzde 35,62 tam aşılanma ve toplamda yüzde 50,19 aşılanma oranı ile dünyada oldukça iyi bir konumdadır. Bu anlamda, sosyal medyada ve muhalif basın-yayın organlarında yazılanın aksine, Türkiye’nin dünyada aşılanma oranı konusunda en üst sıraların hemen altında 11. durumda olduğunu belirtmek gerekir. Bu konuda, kuşkusuz, T.C. Sağlık Bakanlığı’nı ve tüm sağlık sektörü çalışanlarımızı fedakarlıkları ve çalışkanlıkları nedeniyle kutlamak gerekir. Böyle zor zamanlarda eleştirel duruşu korumak adına fedakârca görev yapan insanların morallerini bozmaya çalışmak da, bana kalırsa, sorumlu ve yurtsever bir siyasi tavır değildir.

Ülkeler ve aşılanma oranları

Aşı Yardımları

Verilerin de gösterdiği üzere, tüm dünyanın normale dönmesi için daha epey bir süreye (en az 1 yıl) ihtiyaç var. Bu noktada, kuşkusuz, gelişmekte olan ülkelerin ekonomik zorlukları nedeniyle yaşadıkları aşıya erişim zorlukları en büyük sorun olarak karşımıza çıkıyor. Bu sorunu aşmak konusunda ise, hiç şüphesiz, gelişmiş ülkelere sorumluluk düşüyor. İşte bu bağlamda, son dönemde ABD, Çin Halk Cumhuriyeti (Çin), Avrupa Birliği ve Birleşik Krallık gibi ülkelerin yaptıkları ve yapacaklarını ilan ettikleri aşı yardımlarını sıralamakta fayda var.

Öncelikle, küresel ekonominin lideri olan ABD’nin, Demokrat Joe Biden Başkanlığında Haziran ayında 500 milyon aşı bağışlayacağını ilan ettiğini belirtelim.[2] Bu bağışlar ise, Nisan 2020’de Dünya Sağlık Örgütü (WHO) ve CEPI ve Gavi adlı iki aşı savunma grubu tarafından oluşturulan ve UNICEF’in de paydaşı olduğu Covax[3] üzerinden yapılıyor.[4] ABD’nin Donald Trump döneminde dahil olmadığı Covax’a Biden Başkanlığında destek olmaya başlaması önemli. Zira Biden yönetimi, sözlerinin lafta kalmaması için aşı yardımlarını hızlı bir şekilde hayata geçiriyor.[5] Kuşkusuz, ABD gibi küresel lider ve süpergüç statüsünde olan bir ülkeden, ilerleyen aylarda daha fazla yardım beklemek de akla yatkın.

ABD dışında, geçtiğimiz günlerde Çin Devlet Başkanı Şi Cinping’in açıkladığı 2 milyar dozluk devasa aşı yardımı paketi ve Covax’a 100 milyon dolarlık yardım sözünü de bu noktada hatırlatmak gerekiyor.[6] Çin, bu tavrıyla küresel siyasetteki etki ve sorumluluk bilincini fazlasıyla gösteriyor. Nitekim Pekin, bugüne kadar da 300 milyon doz aşı yardımını gerçekleştirmiş[7] bir ülke olarak, pandeminin kısa sürede aşılarak, küresel ticaretin ve hareketliliğin yeniden canlanmasını arzu ediyor.

Bir diğer önemli uluslararası aktör olan AB ise, Avrupa Sivil Koruma Mekanizması (European Civil Protection Mechanism) kapsamında, Arnavutluk, Bhutan, Bosna Hersek, Kosova, Kuzey Makedonya, Tayvan, Tunus ve Ukrayna gibi ülkelere yaklaşık 2 milyon dozluk bir aşı yardımı paketini hayata geçiriyor.[8] Daha önce yapılan yardımlarla birlikte, AB’nin toplam yardımlarının 3 milyonu bulacağı ifade ediliyor. Çin ve ABD ile kıyaslandığında bu rakamlar oldukça komik kalsa da, AB’nin bu yönde girişimlerinin artması muhtemel gözüküyor.

Brexit süreci ile AB’den ayrılan Birleşik Krallık da, Covax’a 9 milyon dozluk aşı yardımı ile bu konudaki duyarlılığını gösteren bir ülke olarak dikkat çekiyor.[9] Daha önce, Londra’nın bu konudaki toplam yardımlarının 100 milyon dozu bulacağı açıklanmıştı.

İnsani yardımlar konusunda son yıllarda hep ön sıralarda yer alan bir ülke olan Türkiye ise, Covid-19 sürecindeki sağlık malzemeleri yardımlarının yanı sıra, ülke içerisinde geliştirdiği Covid-19 aşısını tamamladıktan sonra bu aşıyı tüm dünya ülkeleri ile paylaşmayı planladığını ülkedeki en yetkili kişi olan Cumhurbaşkanı Recep Tayyip Erdoğan tarafından dünyaya ilan ederek, bu konudaki insani duruşunu ispatlıyor.[10] Türkiye’de Erciyes Üniversitesi tarafından geliştirilen aşının 3. faza geçtiğini ve sonuç almaya yakın olduğunu da belirtmek gerekiyor.

Sonuç

Sonuç olarak, Covid-19 veya koronavirüs illeti ile mücadele konusunda çaba gösteren ve diğer ülkelere yardım yapan devletleri bu bağlamda tebrik ve teşvik etmenin toplum sağlığı açısından önemli olduğunu belirtmek gerekiyor. Bir diğer önemli husus ise, pandemi gibi küresel felaketler karşısında hamasi siyasi ideolojilere boyun eğmemek ve vatan sevgisi ile dünya sevgisini birleştirerek, küresel bir vizyon geliştirmek olmalıdır. Zira bu çağda ihtiyacımız olan siyasi perspektif budur…

La politique en Turquie : Le Président Erdoğan a besoin d’un petit miracle pour l’élection à venir

 

Les citoyens turcs sont indéniablement gênés, la semaine dernière, à cause d’une dizaine de feux de fôrets qui ont touché le pays d’une manière affligeante. À peu près, 163 différents feux de forêts sont relevés par l'État turc, en raison de fortes températures allant jusqu’à 50 degrés. 9 incendies étaient très graves ; surtout l’une qui a commencé à Manavgat, Antalya, le 28 juillet 2021 et certes avait duré plus qu’une  semaine. Selon les statistiques officielles, 3 personnes sont décédées, d’autant plus que les animaux et les plantes ont été brûlés. Non seulement à Antalya, mais aussi il y avait des feux de forêts à Muğla, Adana, Osmaniye, Mersin, Kayseri et à Denizli. La majorité des incendies se sont déroulées dans les villages touristiques, ce qui nous a fait penser que c’était plutôt un acte des terroristes qu’une catastrophe naturelle.

Durant la crise sanitaire, le gouvernement n’a pas bien effectué son devoir contre le peuple. Malheureusement, on a vu qu’un pays qui est en voie de développement, dont la population est quasiment de 83 millions, avait seulement 3 avions bombardiers d’eau, loués de la part de Russie (les Beriev BE-200s). En plus, la bruit s’est fait quand les journaux ont écrit que les 6 avions bombardiers d’eau appartenant à l’Association aéronautique turque (Türk Hava Kurumu) ne pouvaient pas être utilisés par l’État. C’est parce que l’administration fidéicommissaire que le gouvernement avait accrédité en 2019 a oublié de faire le traitement de ces avions. C’est dommage pour un pays si habitué aux feux de forêts alors que les incendies ont toujours fait partie de l’actualité de ce pays. De surcroit, chaque été, nous devons se confronter à cette crise. En outre, le président Recep Tayyip Erdoğan a accusé les municipalités à l’opposition (le CHP) pour ces incendies, en oubliant que la Turquie est un État unitaire et les administrations municipales sont limités au niveau d’appliquer leur droits et fonctions dans une période autoritaire où le gouvernement peut renommer des administrations fidéicommissaires comme il veut. 


Les théories complotistes sont devenues populaires aussi pendant la crise. Comme toujours, le coupable désigné était le PKK. Il y avait aussi des arguments pour lesquelles on accuse la Grèce. Même le vice-amiral  retraité Cihat Yaycı, une personne assez importante qui a développé la stratégie informel, la « Patrie bleu » (Mavi Vatan), pour la politique extérieure de la Turquie vers la Méditerranée, a expliqué que plusieurs incendies en même temps montrent que c’est un acte terroriste organisée par la Grèce et le PKK. Un expert très connu pour le terrorisme, Abdullah Ağar aussi a dit que la probabilité d’un acte de terrorisme est logique pour cette crise. Bien sûr, le PKK est une organisation terroriste qui ne va même pas hésiter une seconde à dégrader la nature. Mais je pense que les gens connus et influents doivent attendre le  résultat de l'enquête criminelle avant de cibler les autres pays et organisations. Je dis ça ; car pendant la crise économique et une nouvelle vague d’immigration venant d’Afghanistan, ultranationalisme peut escalader facilement en Turquie et cibler les kurdes. Par exemple, il y a quelques  jours, un massacre raciste a eu lieu à Konya et une famille kurde a été détruite. Une autre théorie conspirationniste devrait se poser sur la mauvaise foi du gouvernement. Selon cette théorie, le gouvernement a intentionnellement autorisé ces incendies pour établir des nouveaux hôtels et des résidences pour déraciner la crise économique. On peut soupçonner naturellement pourquoi ces incendies se déroulent toujours dans les villes touristiques ; mais c’est vrai que ce sont surtout les villes touristiques  en Turquie, affectées par le climat méditerranéen et possèdent une belle nature. Certes, le gouvernement a récemment fait  passer  une loi qui a donné le droit de construire de  nouveaux constructions à la ministère de la culture et du tourisme. 

Quelle peut être la vraie raison de ces incendies ? Premièrement, le réchauffement climatique est désormais accepté par tout le monde comme une des raisons principales ; mais c’est vrai qu’il y a une augmentation fortement ressentie dans les feux de forêts contrairement à ceux de l’année dernière. C’est aussi vrai qu’il y a beaucoup d'organisations terroristes et de pays étrangers qui ne veulent pas que la Turquie puisse devenir une puissance régionale. Le Daesh ou autrement dit l’État islamique, l’Al-Qaïda, le PKK, le PYD/YPG et le FETO sont des organisations terroristes pour la Turquie. Les relations avec l’Arménie, la Syrie, la Grèce, le Chypre et l’Egypte sont très problématiques aussi pour elle. En plus, la Turquie a toujours des problèmes avec les Etats-Unis, la Russie et l’Union européenne dont quelques pays européens. Malgré tout cela, la police a découvert que l’incendie à Manavgat a été causé par un garçon de 12 ans qui se fâchait contre ses parents qui voulaient divorcer. 
 
 
Pendant cette crise, les activistes ont lancé une campagne sur internet avec le hashtag « Aidez la Turquie » (Help Turkey). Cette campagne est considérée comme un acte de guerre psychologique. Le directeur de la Communication de la Présidence de la Turquie, Fahrettin Altun a déclaré que le vrai but de cette campagne était de discréditer la Turquie et d’en donner une mauvaise image au monde. En plus, le procureur général d’Ankara a initié une enquête pour les tweets (presque 2.7 millions de tweet).  

Les problèmes de la Turquie ne sont pas seulement les incendies. La Covid-19 est encore un danger réel pour les gens et l’ordre public. Il y a encore plus de 100 personnes qui sont décédées chaque jour à cause de Covid-19. Cependant, le gouvernement a réussi à trouver des vaccins les mois derniers. Maintenant les citoyens ont le droit d’être vaccinés gratuitement aux hôpitaux. Les gens peuvent choisir 3 doses de Sinovac ou 2 doses de Biontech. Plus de 41 millions des citoyens turques ont reçu la première dose, mais les gens qui ont accompli la vaccination est presque de 27.8 millions pour le moment. Puis que toutes les écoles seront ouvertes et passeront à l'éducation en présentiel, le nombre de décès pourra augmenter. C’est pour cela qu’il  pourrait avoir de nouveaux confinements encore une fois pendant cette année. Même si le ministre de la Santé Fahrettin Koca a un soutien fort du peuple turc, comme tous les autres  gouvernements, le gouvernement turc fait face aussi à une nouvelle crise sanitaire.
 
Un autre problème si grave c’est l’économie. Le taux d’inflation est plus grand que 17 % dans le pays dont le pouvoir d'achat perd en valeur parce qu’il n’y a pas une augmentation des salaires. Par contre, la dévaluation de lire turque (TL) ne cesse de continuer. Maintenant, un dollar américain s'élève vers 8.5 TL et un euro aussi vers  10.1 TL contre le lire turc. La dévaluation s'est accélérée deux fois. En premier lieu, au moment de la crise de Pasteur Brunson, le président américain Donald Trump avait menacé la Turquie de détruire son économie. Mais quand le  Président Erdoğan a plus récemment dit qu’il voulait diminuer le taux d’intérêts et puis il avait donc changé le chef de la banque centrale, on a vécu la deuxième vague d’intimidation économique par l’euro et le dollards. C’est pour cette raison que l’économie est le plus grand problème dans le pays et la plupart de la population turque ne sont pas contents de leur vie. 

D’un autre point de vue, la Turquie s’est fait laissée seule par les pays occidentaux et les Nations Unis face à la crise d’immigration. Il y a presque 4 millions de réfugies syriennes qui sont évadées du régime de Bachar al Assad en Syrie. En plus, après son élection, le président Joe Biden a pris la décision de retirer les troupes américaines et les autres forces militaires de l’OTAN, alors cela fait que le Taliban aille commencer à contrôler l’Afghanistan. Le problème c’est que il y a maintenant des milliers d'Afghans qui sont en train de se réfugier en Turquie. Pendant la crise économique, les gens sont polarisés comme Trumpists ou non-Trumpists en Turquie. Alors, il y a maintenant un vrai danger comme des actions racistes contre les réfugies en Turquie. Ce sont les problèmes les plus graves dans le pays avant l’élection présidentielle qui auraient dû être organisées normalement en 2023. Cette fois-ci est-ce que le Président Erdoğan peut encore gagner une élection malgré tous  ces problèmes ? 
 

Un nouveau sondage mené par Istanbul Ekonomi en juillet 2021 montre que le taux des voix du parti de la justice et du développement (l’AKP) est maintenant aux alentours de 35.5 %. D’autre part, le MHP (le Parti d'action nationaliste), le partenaire de l’AKP possède 7.5 % soutien. Cela veut dire que le taux des voix du bloc d’Alliance Populaire (Cumhur İttifakı) est à peu près de 43 %. Comme la loi électorale de la Turquie oblige 50 + 1 % pour être élu en premier ou en deuxième tour, il me semble que le Président Erdoğan a besoin d'un petit miracle maintenant. Au contraire, les partis d’opposition ont beaucoup plus de chance cette fois-ci. Le CHP (Parti républicain du peuple) a le soutien de 23.2 % des citoyens turc maintenant et le Bon Parti (IYI Parti) est vers 16.8 %. En plus, le Parti de la félicité ou le Parti de bonheur (Saadet Partisi), un petit parti islamiste venant de la tradition politique de Necmettin Erbakan, aussi soutient le bloc d’Alliance Nationale (Millet İttifakı) et possède 0.9 % soutien. D’autre part, les autres partis d’opposition comme le Parti de DEVA d’Ali Babacan (2.3 %), le Parti de la future d’Ahmet Davutoğlu (1 %) vont aussi soutenir le candidat du bloc d’Alliance Nationale. Donc, l’opposition a maintenant 43 % des voix. Alors, il reste seulement le parti pro-kurde, le HDP (le Parti démocratique des peuples) pour finaliser les nombres. Le HDP a encore 11.4 % soutien malgré l’oppression de l’Etat turc et le HDP va définitivement voter pour le candidat de l’opposition. Alors, l’opposition peut facilement  gagner l’élection avec le support de HDP en deuxième tour. 

En dehors de tout cela, le Président Erdoğan peut se confronter à un candidat beaucoup plus fort. Le maire nationaliste d’Ankara Mansur Yavaş et le maire social-démocrate d’Istanbul Ekrem İmamoğlu sont estimés aussi comme les candidats plus forts. Selon un autre sondage d’Istanbul Ekonomi, Yavaş et İmamoğlu tous les deux peuvent facilement battre Erdoğan au deuxième tour de l’élection avec une différence de 10 %. Même si  Yavaş est un peu plus populaire selon le sondage, İmamoğlu va être plus attirant pour les kurdes. D’autre part, le leader du Bon Parti Meral Akşener a aussi beaucoup de chance contre Erdoğan. Mais le chef du CHP Kemal Kılıçdaroğlu a encore moins de chance contre Erdoğan selon les résultats.

Alors, maintenant le Président Erdoğan et le leader du MHP Devlet Bahçeli vont essayer d’augmenter les votes de leur bloc. Comment ils peuvent faire ça ? La plus grave chose c’est toujours l’économie en Turquie. Monsieur Erdoğan depuis 2012 travaille sur un projet ; c’est le Canal d’Istanbul (Kanal İstanbul), un projet qui comporte la construction d’un nouveau canal entre la mer Noire et la mer de Marmara pour accélérer le commerce maritime et développer l’économie avec les rentes de construction. Ce projet n’est pas un danger pour le Convention de Montreux et totalement compatible avec la loi internationale. Mais le problème c'est que ce projet prévoit des nouveaux sites de résidence vers le Bosphore en annihilant la nature. En plus, la population d’Istanbul est approximativement 16 millions maintenant et avec ce projet elle peut se monter à 17-18 millions. Alors, le maire d’Istanbul Ekrem İmamoğlu est contre ce projet et le gouvernement a des hésitations pour commencer. D’autre part, les firmes chinoises et qataries sont prêts pour financer ce projet. Selon les sondages actuels, seulement 40 % des gens soutient le projet. 


D’autre part, le duo Bahçeli-Erdoğan va utiliser la carte de nationalisme comme toujours. Alors, les deux peuvent essayer de faire des pas avancés en chypre. Le peuple turc encore ne sait pas la loi internationale et les gens soutiennent toujours le gouvernement quand il essaye d’augmenter le contrôle de la Turquie en la République turque de Chypre du nord (KKTC). Alors, l’ouverture de Varosha (Kapalı Maraş) peut continuer en Chypre comme le Président de KKTC Monsieur Ersin Tatar est aussi un nationaliste turc qui reçoit toujours le soutien du gouvernement turc. Mais je pense que le gouvernement turc ne va pas essayer d’annexer le nord de Chypre comme Monsieur Poutine l'avait fait en Crimée.

Monsieur Erdoğan va aussi essayer de développer ses relations avec les Etats-Unis comme l’économie de la Turquie voit toujours des chutes quand Ankara aurait des problèmes avec Washington. Monsieur Erdoğan et le nouveau président américain Joe Biden s’entendaient bien pendant le meeting de l’OTAN pour le management de l’aéroport en Kabul en Afghanistan par les soldats turcs. Mais le Taliban n’a pas encore accepté cette offre. Le problème c’est que le Taliban va commencer à contrôler l’Afghanistan dans les mois prochains. En plus, les crises politiques entre Ankara et Washington (les S-400s, Fethullah Gülen etc.) n’ont pas encore été résolues.

Néanmoins, il y a toujours des problèmes entre les partenaires. Le MHP est un petit parti idéologique basé sur l’ultranationalisme turc. D’autre part, même si Erdoğan est islamo-conservateur, lui et son parti appartiennent à la tradition du centre-droit. De même, Erdoğan est ouvert aux concessions démocratiques pour les kurdes mais comment peut- il faire cela tandis que son partenaire est un ultranationaliste turc ? C’est la plus grande impasse du gouvernement turc pour le moment.
 
Finalement, je crois que le Président Erdoğan va utiliser tous ses moyens, mais cette fois-ci il me semble très difficile qu’Erdoğan gagne l'élection.

Turkish Politics: President Erdoğan needs a miracle this time to win the next election


 Introduction

Turkish people are passing through a rather difficult time these days due to disasters, economic problems, and unending political problems and disputes. The hottest problematic issue on the agenda is wildfires taking place in touristic villages. Starting from the late July, almost 163 different wildfires occurred in the Mediterranean and Aegean regions of the country. Among these, 154 were brought under control, but 9 other wildfires are still posing danger to people’s lives as well as to the nature.[1] A total of three Turkish people died during the wildfires[2] and an enormous damage was done to the nature. These wildfires demoralized the whole nation and empoisoned people’s short holidays during the hottest days of the summer.

The first and most notable wildfire started on July 28, 2021 in Manavgat, Antalya and burned down a great majority of the forests of this touristic location during ten days. Other important blazes took place in Muğla, Adana, Osmaniye, Mersin, Kayseri, and Denizli. During the crisis, it was found that Turkey has only three fire-fighting aircrafts or tanker planes that are rented from Russia. Other three planes belonging to European countries (two from Spain and one from Croatia[3]) are also used with the permission of these countries.[4] It is hard to grasp for Turkish people to see that their state is not well prepared for wildfires although during each summer we have to face this reality. What it is more depressing that in fact Turkish Aeronautical Association (Türk Hava Kurumu) still possess six tanker planes, but the maintenance of these planes are neglected after Turkish government appointed a trustee (kayyum in Turkish) to the institution in 2019.[5]

Turkish President Recep Tayyip Erdoğan’s crisis management was severely criticized by the opponents. Opposition voices underlined that while Turkish Presidency has eight different jet planes[6], it is scandalous for the country to have only three tanker planes rented from Russia (Beriev BE-200s). President Erdoğan on the other hand blamed local municipalities of the regions where the wildfires took place and asserted that it was their responsibility to protect the nature against such dangers.[7] Since Turkey has a unitary system and the security issues are handled solely by the central authority, Erdoğan’s defense seems groundless.

Conspiracy Theories

Turkish people and authorities in the country have begun to discuss many conspiracy theories about the wildfires recently. For instance, retired rear admiral and one of the leading theoreticians of Turkey’s Blue Homeland (Mavi Vatan) doctrine, Cihat Yaycı claimed that these wildfires are terrorist acts organized by PKK and Greece.[8] A Turkish expert on terrorism, Abdullah Ağar also pointed out that many different wildfires taking place simultaneously create serious doubts for an organized terrorist attack.[9] However, after the police investigation, it was found out that Manavgat wildfire was initiated by a 12 year old kid who has psychological (family-based) problems.[10] On the other hand, Demirören News Agency (DHA) published fake news blaming PKK for the wildfires that is later controverted by the Manisa Governorship.[11] Of course, PKK, as a dangerous terrorist organization could be one of the reasons of these wildfires. However, we have to wait for the police investigation and evidence before making such bold claims. It should not be forgotten that recently a Kurdish family was massacred in Konya in a hate crime.[12] This kind of news could agitate Turkish nationalists and lead to other provocative events in the country. Moreover, it should not be forgotten that Greece also suffers a lot from wildfires each year[13] and instead of blaming each other, Turkey and Greece could cooperate on such matters.

Another popular conspiracy theory in the country was about Turkish government’s decision to allow these wildfires taking place for establishing new hotels and resorts to touristic locations. In fact, a new law entered into force these days giving the right to decide on the new settlements in forestland regions to the Ministry of Culture and Tourism.[14] Journalist Murat Yetkin was the first person to point out this coincidence.[15] However, I do not think that Turkish government would do such a thing because the poor crisis management terribly affected the government and President Erdoğan in terms of popular support. President Erdoğan also denied this accusation.[16]

What is the reason of these wildfires?

Then, what could be the real reason of these wildfires? I think, although we should not speak confidently until the police provides concrete evidence, the probability of a terrorist attack towards Turkey is a reality. In each year we witness a few major wildfires in Turkey during the months of summer. But this year we have noticed an enormous rise as eight big wildfires took place by the early August. It is known that Turkey’s successful military operations in Syria and Iraq and Azerbaijan’s recent victory in the Nagorno Karabakh War disturbed anti-Turkey groups. However, we should be patient enough to find evidence before pointing out some groups as the responsible. That is because Turkey is fighting with a lot of different terrorist organizations (ISIS, al Qaeda, PKK, PYD/YPG, FETO) at the same time and many countries that are hostile to Turkey also support these groups.

Another reason could be the undeniable climate crisis that not only Turkey, but the whole world has begun to face with. For instance, climatologist Professor Levent Kurnaz from Boğaziçi University claimed that these wildfires are the natural consequence of global warming and climate crisis.[17] Kurnaz also underlines that there would be more difficult days in the future and Turkey should be ready for the climate crisis.

Foreign help not wanted

Some Turkish people initiated a social media-based campaign during the crisis with the hashtag of “#Help Turkey”. Approximately 2.7 million different tweets were shared on Twitter to create a global appeal and awareness. However, the head of Media and Communications of the Turkish Presidency, Fahrettin Altun showed a harsh reaction to this campaign by claiming that the real aim of social media activists is to present Turkey as a weak country to the world.[18] Moreover, the Office of the Chief Public Prosecutor in Ankara started an investigation for such Twitter posts.[19]

Turkey’s struggle with the Covid-19 and other problems

Other than wildfires as well, Turkey has many problems during the summer of 2021. For instance, although the country has successfully launched a rapid vaccination campaign this year, by early August, the daily death toll reached 122 in addition to 26,822 new cases.[20] With these numbers, it will not be a surprise if the government takes another curfew decision in the near future. According to official statistics provided by Turkish Ministry of Health, more than 41.3 million Turkish citizens have received their first doses of Covid-19 vaccine, whereas over 27.8 million have been fully vaccinated.[21] Turkish State provides Sinovac (three doses required) and Biontech (two doses required) vaccines to its citizens. I should also add that thanks to the efforts of Turkish Minister of Health Fahrettin Koca, Turkish people consider the government’s struggle with the Covid-19 pandemic as its most successful policy compared to its educational and economic policy during the crisis. Accordingly, by June 2021, 77.9 % of Turkish people consider the government’s economic policy terrible, whereas 76.7 % of them also think the government’s educational policy is also terrible.[22] However, the number of people who strongly condemn the government’s health policy is only around 51.3 %.[23]

Another major problem is of course the economy. The inflation in the country surpassed 17 %, which obviously reduces people’s purchasing power.[24] In the meantime, the rapid depreciation of Turkish Lira (TL) continues as U.S. Dollar is now around 8.5 TL and Euro is around 10.1 TL.[25] The rapid fall of Turkish Lira is caused by political problems between Turkey and the United States after the Pastor Brunson crisis and Turkish President Erdoğan’s insistence on low interest rates. This is another problem which makes Turkish people disadvantageous in the international market. Moreover, the unemployment rate reached 13.9 %[26], which shows that the problems in the Turkish economy are structural. By the way, the unemployment rate among the youth is much higher.

Another major problem is the presence of millions of immigrants which could be easily pointed out as the scapegoat during the economic crisis. In addition to 3.6 million Syrian immigrants[27], recently immigrants from Afghanistan, where Taliban will soon seize the control following the U.S. withdrawal, began to attract Turkish people’s attention and anger. While these people seem rightful in their fear of Taliban, of course, Turkey, with a stagnating economy, could not offer much to Afghan immigrants. Moreover, due to some irresponsible political statements, these people are open to racist attacks. U.S. and the EU’s lack of help to Turkey in humanitarian matters also force Turkish government to take harsh measures. 

Latest polls about political parties

A recent poll conducted by the Istanbul Ekonomi in July 2021 shows that the support for AK Parti is now around 35.5 % and MHP votes are around 7.5 %. This makes the combined vote for the Cumhur İttifakı (People’s Alliance) maximum 43 %, which would not be enough for an electoral victory in the Presidential election normally scheduled for June 18, 2023.[28] According to new electoral law, % 50 + 1 votes is needed for being elected either in the first or the second round. On the other hand, CHP's (23.2 %), IYI Parti’s (16.8 %), and Saadet’s (0.9 %) votes reached 41 % as part of the opposition bloc, the Millet İttifakı (Nation Alliance). Considering the fact that the other oppositional parties (DEVA, Future Party, pro-Kurdish HDP) will probably support the candidate of the Nation Alliance against the Erdoğan regime, it seems like President Erdoğan needs a miracle to secure another five years as the Turkish President. But since President Erdoğan is a genius of political strategy, we can say that it is not impossible, yet very difficult for him to win the next presidential election.

Moreover, President Erdoğan now might have to compete with a stronger competitor as the joint candidate of the opposition. According to actual polls, if the Nation Alliance would choose Ankara mayor Mansur Yavaş or Istanbul mayor Ekrem İmamoğlu, it will be almost certain for the opposition to win the election. Both Yavaş and İmamoğlu outscores Erdoğan more than 10 % difference in a potential second round election while nationalist Yavaş does slightly (1.1 %) better than social democrat İmamoğlu.[30] On the other hand, IYI Parti leader Meral Akşener also seems more advantageous against Erdoğan, while CHP leader Kemal Kılıçdaroğlu still stays behind Erdoğan in a potential second round.

What’s next?

According to recent polls, almost 60 % of Turkish people (57.9 %) now support an early election.[32] However, if will not be a wise decision for Erdoğan and his partner and MHP leader Devlet Bahçeli to call for an early election during an economic crisis. It seems like the governing duo needs a new success story to increase their popular support. For several years, President Erdoğan has been working on the Istanbul Canal (Kanal İstanbul) project to establish an artificial sea-level waterway to Bosphorus in order to accelerate the maritime trade. It is written in the Turkish press that Chinese and Qatari firms are interested in the financing of this project. Although the project does not seem risky for the continuation of Montreux Treaty or against the international law, it is known that the project also includes the establishment of new buildings and residences around Bosphorus at the expense of destroying forests. Moreover, the population density in Istanbul (Istanbul has officially 15.5 million residents and it is one of the biggest metropolis cities in the world) will further increase if this project will be realized. According to a poll organized by Istanbul Ekonomi in June 2021, the support for this project is around 40 %, whereas 60 % of Turkish people are against the Istanbul Canal.[33] Another poll shows that, the biggest problem of Turkish people is now -by far- the economy. 33.9 % of Turkish people think the economy is their primary problem in addition to another 19.5 % who thinks the unemployment is the major issue in the country, which makes the economy -with 53-54 %- the only decisive political factor.[34] hat is why; it seems like the only chance for Erdoğan is to create an economic boom in the next two years to win the election.

Bahçeli and Erdoğan

However, partnership with MHP is not an easy task. MHP is a small and very ideological (Turkish nationalist) party that has never garnered even 19 % in an election during the whole republican history. MHP has rigid stances on many issues including the Kurdish Question, the Cyprus Problem, Turkey-EU relations etc. Thus, Erdoğan now faces a dilemma as he wants to make new political openings, but could not do it for not losing MHP support. Erdoğan and Bahçeli could force new hawkish policies in Cyprus and the Eastern Mediterranean by making bolder steps than the current Varosha (Kapalı Maraş) opening. A potential annexation of North Cyprus could be such a move; but possible diplomatic/political, economic, and even military reactions from other countries perturb Erdoğan before making this decision. Since the Republic of Cyprus (RoC) is a member of United Nations and the EU, such a move would transform Turkey into a bandit or rough state and will destroy its relations with the international system and especially with the Western world. In case there is support coming from Russia and China, this policy could be legitimized as Turkey could leave NATO and the Western bloc in return to the recognition of TRNC and the formation of a new security alliance with Russia, China, and Iran. However, both Moscow and Beijing do not afford to support Ankara in its Cyprus policy until now. Although it has special links with Turkish Cypriots, it is also highly questionable whether Iran could support such a policy and recognize TRNC as well. It should not be forgotten that, so far, even Turkey's closest allies such as Azerbaijan, Qatar, Pakistan etc. did not recognize TRNC. That is why; it seems like Turkish government should find other projects to improve the economy and increase its popular support rather than the very risky Cyprus annexation move.

Among the alternatives, President Erdoğan and his team now work on Afghanistan option to improve relations with the U.S. After President Joe Biden announced his decision to withdraw American and NATO forces completely from Afghanistan by paving a way for Taliban to seize control of the country, Erdoğan and Biden agreed on a plan to make Turkey active for the management of Hamid Karzai International Airport at Kabul. It is a fact that Turkish soldiers have more legitimacy compared to American or European soldiers for Afghan people and Taliban since they are Muslims and they do not try to invade Afghan territories. However, so far Taliban did not accept Turkey's plan to operate the airport safely without interfering into Afghan domestic politics. In case Erdoğan, Biden, and Taliban could agree on such a plan, Turkey could assume important responsibilities in Afghanistan and begin to improve relations with Washington, which will certainly have positive effects over the Turkish economy. Afghanistan is an important country for certain industries; most notably the opium production, which is used extensively in the drug (pharmaceutical) business.

Conclusion

Finally, if we analyze recent political conjuncture and public polls, we can conclude that Turkey has been passing through a very difficult period similar to 1999-2001 period. In 1999, Turkey had a terrible earthquake which devastated the economy and demoralized the whole nation. In 2001, a terrible economic crisis hit the country and Turkish economy was collapsed. In 2002, AK Parti and Recep Tayyip Erdoğan were elected as saviors after these traumatic experiences. With wildfires around the country and severe economic problems, the conjuncture resembles to that period; however, we should not forget that Turkey now has a hyper-Presidential system and President Erdoğan is a strong leader who never surrenders. Thus, it will be interesting to watch Turkish Politics from now on in order to observe President Erdoğan’s new moves and policies. Moreover, there will certainly be new efforts to design the opposition bloc since now it seems like they are running for a victory in the next election.
