Kıbrıs'ta Diplomatik Hareketlilik: Guterres'in Çözüm İçin Belirlediği 7 Parametre

 

Giriş

Birleşmiş Milletler (BM) Genel Sekreteri Antonio Guterres'in son süresinin son aylarında çözüm için son bir kez daha bastırdığı ve Kıbrıs'a bizzat gelerek genişletilmiş 5+1 konferansı konusunda taraflardan söz aldığı Kıbrıs müzakerelerindeki hareketlilik hâlâ devam ediyor. Öyle ki, deneyimli gazeteci Andreas Bimbishis imzasıyla Philenews sitesinde çıkan yeni bir haber, bu konuda BM Genel Sekreteri'nin pozisyonunu ortaya koyuyor.

Dünyada Kıbrıs Cumhuriyeti adıyla tanınan Güney Kıbrıs Rum Kesimi/Yönetimi'nin 1955 yılından beri yayımlanan en eski ve en yüksek tirajlı günlük gazetesi olan Phileleftheros'un haber portalı Philenews, bu ülkenin en ciddi ve prestijli basın-yayın organlarından biridir. Haberin yazarı Andreas Bimbishis ise, Phileleftheros gazetesinde siyaset editörü ve yazar olarak çalışan tanınmış bir Kıbrıslı Rum gazeteci ve siyaset analistidir.

"Guterres’s seven parameters for a Cyprus solution revealed" (Guterres'in Kıbrıs çözümü için yedi parametresi açıklandı) başlıklı ve bugün (4 Ağustos 2026) tarihli haberde, Guterres'in geçen hafta Lefkoşa'da yapılan görüşmelerde Kıbrıs Sorunu'na yönelik yenilenen çabalarının temelini oluşturan 7 parametreyi ortaya koyduğu iddia edilerek, Kıbrıslı Türklerin lideri Tufan Erhürman'ın da ek geçiş noktalarının açılmasıyla ilgili yeni bir şart öne sürdüğü belirtildi.

Habere göre, Guterres, Kıbrıs konusunda, önceki BM Güvenlik Konseyi kararları ve Avrupa Birliği (AB) ilkeleri şeklinde iki ana temel üzerine kurulu ve AB içinde işleyebilen bir “normal devlet”i savunuyor. Kaynaklara göre, Guterres'in Kıbrıs sorununa yönelik devam eden çabalarıyla ilişkilendirdiği 7 parametre şunlardır:

  1. Çözüm, "federal" bir devlete yol açmalıdır.
  2. Bu çözüm, önceki BM Güvenlik Konseyi kararlarına dayanmalıdır.
  3. Guterres, "İki devletli çözüm" ihtimalinin olmadığını taraflara açıkça söylemiştir.
  4. BM Genel Sekreteri, "üçlü tek devlet"e katıldığını belirtmiş; yani tek egemenlik, tek uluslararası kişilik ve tek vatandaşlığın olacağı bir çözüm formülünü salık vermiştir.
  5. Kıbrıs, bu süreçle birlikte tamamı Avrupa Birliği (AB) üyesi bir devlet olacak ve Avrupa müktesebatı adanın kuzeyinde de uygulanacaktır.
  6. Çözüm sonrasında garantiler kaldırılacaktır.
  7. Çözümün ardından bu ülkedeki yabancı birlikler de adadan çekilecektir.

Bu maddeler/parametreler, Guterres'in BM kararları çerçevesinde hareket ettiğini ve etmeye devam etmeyi amaçladığını göstermekte; ayrıca taraflara da bu yönde tavsiye verdiğini ortaya koymaktadır. Hatta 28 Temmuz'daki akşam yemeğinde konuşulanlar hakkında bilgi sahibi bir kaynak, Phileleftheros'a, Guterres'in görüşme sırasında BM Güvenlik Konseyi kararlarına bağlı olduğunu ve aksi yönde hareket edemeyeceğini açıkça belirttiğini söylemiştir. Aynı kaynağa göre, toplantıda KKTC Cumhurbaşkanı Dr. Tufan Erhürman'ın belirgin bir şekilde olumsuz ve sinirli görünmüştür ki, Erhürman'ın bu tavrının, Guterres'in BM Güvenlik Konseyi kararlarına ve AB müktesebatına dayalı federal bir çözümü savunan pozisyonlarıyla bağlantılı olabileceği belirtilmektedir. Bundan sonraki adımlar konusunda ise, Guterres, muhataplarına Çarşamba günü düzenleyeceği basın toplantısında uluslararası bir konferans düzenleme niyetini açıklayacağını, ancak tarih vermeyeceğini söylemiştir. Bununla birlikte, konferansın müzakerelerin yeniden başlamasıyla sonuçlanması gerektiğini de açıkça belirtmiştir.

Habere göre, BM'nin hazırladığı yakınlaşma kayıtları iki şeyi odak noktasına koyacaktır. Birincisi, süreç Türk tarafının istediği gibi 2017 öncesi yakınlaşmalarla sınırlı mı kalacak, yoksa Rum tarafının istediği gibi Crans-Montana Anlaşması'nı da içerecek midir? İkincisi ise, yakınlaşmaların ötesinde, tarafların pozisyonları arasındaki ayrışmalar da ortaya çıkacak ve müzakere gündeminin temelini oluşturacaktır. Bu ayrışmalar da iki kategoriye ayrılacaktır: Rum ve Türk tarafları arasında görüşülecek iç meselelerle ilgili olanlar ve garantör güçlerin de katılımıyla görüşülecek uluslararası meselelerle ilgili olanlar.

Erhürman, geçiş noktalarının açılmasıyla ilgili olarak, görüşme sırasında, Guterres'in Athienou-Pyroi yolu önerisine yanıt olarak, ancak Arsos-Pyla yolu ve Mia Milia yolu da açılırsa bunu kabul edeceğini söylemiştir. Türkiye ise, Guterres'ten, uluslararası konferansı ilan etmeden önce güven arttırıcı önlemlerde ilerleme sağlamasını istemiştir. Ancak Guterres bunu kabul etmemiş ve iki Kıbrıslı muhatabına, açıklamasında ne söyleyeceğine kendisinin karar vereceğini iletmiştir.

Habere göre, son olarak, BM'nin hazırladığı yakınlaşmalar belgesi sadece ilgili taraflara gitmeyecek, aynı zamanda Avrupa Birliği (AB) tarafından da gözden geçirilecektir. Cumhurbaşkanı Nikos Hristodulidis'in dün siyasi liderliğe verdiği brifinge göre, AB temsilcisi Raffaele Fitto, yakınlaşmaların AB müktesebatıyla uyumluluğunun kontrol edilmesini istediğini belirtmiştir. Bu amaçla da, AB'nin Kıbrıs Sorunu temsilcisinin bir uzman grubu oluşturması beklenmektedir.

Sonuç

Sonuç olarak, Kıbrıs'ta federal çözüm yönünde AB ve BM'nin girişimleriyle yeni bir hareketlilik yaşanacağa benziyor. Ancak garantilerin kalktığı bir düzlemde Ankara'nın bu sürece destek vermesi beklenmemektedir ki, Türkiye'nin onayı olmadan bu sorunun çözülemeyeceği de neredeyse kesin gibidir. Bu nedenle, süreç, tarafların iyi niyetli tavrına karşın, şu an için ciddi bir çözüm vaat etmemektedir. Bu noktada, garantilerle ilgili sorun gerçekten çözülmek isteniyorsa, bizce taraflara aşamalı bir plan sunulabilir. Şöyle ki, asker sayısında kısmi azalmayla başlayacak süreç, ilerleyen aylarda/yıllarda sorunların yeniden başlamadığının ispatıyla, tarafların oluruyla daha da derinleşerek sonuçta Kıbrıs'ın kendisini koruyabilen bağımsız bir devlete dönüşümüne ve NATO'ya katılımına el verebilir. Ancak gerçekçi olmak gerekirse, Kıbrıslı Türklerin bir anda Türkiye'nin garantörlüğü ve desteğinden vazgeçmeleri hem duygusal, hem de güvenlik açısından hiç de kolay olmayacak ve çözümsüzlüğü ivmelendirecektir.

A Critical Stage in the 'Terrorless Türkiye' Process

 

Introduction

This week marks a critical step in Türkiye's "Terrorless Türkiye" or "Türkiye Without Terror" (Terörsüz Türkiye) process, initiated by MHP (Nationalist Action Party) Chairman Dr. Devlet Bahçeli, which aims to end the ethnic conflict that has plagued Türkiye for over 40 years by having the PKK terrorist organization lay down its arms and be dismantled. The "framework law" (çerçeve yasa), necessary to continue this process, is expected to be passed by the Turkish Grand National Assembly (TBMM) this week. In this article, I will briefly summarize the "Terrorless Türkiye" process and evaluate the "framework law" phase.

Short History of the Process

"Terrorless Türkiye" or "Türkiye Without Terror" (Terörsüz Türkiye) process started on October 1, 2024, with a major surprise: Dr. Devlet Bahçeli, the leader of the MHP, a party with a Turkish nationalist political stance, shook hands with pro-Kurdish DEM Party MPs. This was followed by a shocking proposal by Bahçeli that Abdullah Öcalan, the founding leader of the PKK who had been imprisoned for years, should dissolve his organization, come to the Turkish Grand National Assembly to speak, and benefit from his "right to hope" (umut hakkı).

Following this, PKK’s imprisoned leader Abdullah Öcalan also made a historic call for peace on July 9, 2025. Incarcerated in İmralı Prison on İmralı Island, Öcalan, as the founder of the PKK, called PKK militants to lay down their arms and make peace with the Turkish State. Öcalan said: “I believe in the power of politics and social peace, not weapons, and I call on you to put this principle into practice. Establishing a disarmament mechanism will advance the process. What has been done is a voluntary transition from the stage of armed struggle to the stage of democratic politics and law. This should not be considered a loss, but a historic gain. The details of laying down arms will be determined and implemented quickly."

Reacting to this call, the PKK began laying down arms on July 11, 2025. The symbolic ceremony took place in the Kurdistan Regional Government (KRG)-controlled city of Sulaymaniyah in northern Iraq. Accordingly, 30 PKK fighters, including four commanders, set fire to their weapons in the Casana cave as part of a symbolic ceremony to show the terrorist organization's support for the peace process. 

This step was followed by Turkish parliamentarians' long effort to prepare a comprehensive report as part of the studies and research conducted in the “National Solidarity, Brotherhood and Democracy Commission” (Milli Dayanışma, Kardeşlik ve Demokrasi Komisyonu) within the TBMM. The report was published and received the support of almost all political parties represented within the Turkish Parliament. To further make progress, however, the Turkish State needed a law to eliminate the PKK and finalize the peace process.

Framework Law (Çerçeve Yasa)

The "Framework Law" proposal, prepared within the framework of the new process called "Terrorless Türkiye" or "Türkiye Without Terrorism" in Türkiye, has been brought to the agenda of the Turkish Grand National Assembly (TBMM) as of August 2026 with the aim of regulating the legal status of the PKK's members, its dissolution, and the laying down of arms. This regulation, which is aimed to be enacted before the Assembly goes on recess (at the latest by mid-August), is not a general "amnesty law", but rather prepares a legal basis for the phased return and trial of members of the organization who lay down their arms.

The main outlines of the draft law, as reflected in the behind-the-scenes discussions, are as follows:

One-Time and Temporary: The law will not be a permanent regulation, but will be applied only once, tied to a specific schedule.

Definition of "Disbanded Organization": The proposal stipulates that the organization's dissolution process, including laying down arms, will be determined and confirmed by the relevant state institutions.

6-Month Application Period: Members of terrorist organizations officially confirmed as disbanded will be given a 6-month period to apply. Those who return and surrender within this period will be able to benefit from the regulation.

Exemptions from Prosecution and Conditions: Organization members who apply within the specified period will not be prosecuted for crimes such as membership, propaganda, and aiding and abetting.

3-Year Probation: Organization members who have not been involved in serious crimes such as murder and torture will be released on condition of 3 years of probation. During this period, they will not be able to engage in politics and will be deprived of certain public rights. Those who do not commit a new crime for 3 years will have their old case files closed.

Intelligence and Monitoring Mechanism: The disarmament and return processes will be monitored by the Turkish National Intelligence Organization (MİT), and the Parliament will be regularly informed.

Status of Öcalan and Organization Leaders: According to insider information, the law does not include any direct legal status for PKK leader Abdullah Öcalan or an amnesty for high-ranking members. It has been stated that Öcalan, through the İmralı delegation, conveyed a message that the law should be approached "positively, not negatively."

The ruling party (AKP/AK Parti) plans to submit the framework bill with a joint signature, taking into account social sensitivities and including the views of opposition parties. Simultaneously, a separate social support package is being submitted to Parliament, expanding the personal rights, social support, and public employment opportunities (such as removing restrictions on all children of martyrs) for the families of martyrs and veterans (şehit ve gazi aileleri) who have long been seeking justice in Ankara. It is also stated that the harmonization laws to be enacted on the Turkish Penal Code (TCK) and the Anti-Terrorism Law (TMK) may be postponed until the new legislative session beginning on October 1st.

Conclusion

In conclusion, as evidenced by the recent meeting between Foreign Minister Hakan Fidan and Jonathan Powell, the UK National Security Advisor who played a critical role in the dissolution of the IRA, Türkiye is determined to overcome this 40-year-long conflict, and public support for this is quite high. For this process not to fail, all segments and political entities must act responsibly and with a sense of "state policy". Because a Türkiye that overcomes this problem can make significant progress in democracy and the rule of law, as well as in the economy. Therefore, it is necessary to be constructive in this process and to trust the state, while improving the conditions of those harmed by terrorism, but also understanding that such a long-lasting and widespread terrorist movement can never survive without legitimate grounds.

Last word, the people of Türkiye, and indeed the entire world, should thank Devlet Bahçeli, who initiated this process, the Erdoğan government that supports him, and the opposition parties that did not sabotage it, for giving peace a chance. Because it is our most natural right to live in a world where our children do not die needlessly.

Japonya'nın Yeni İstihbarat Kuruluşu Asya-Pasifik'te Artan Rekabete İşaret Ediyor

 

Son dönemde uluslararası siyasete yön verdiğini düşündüğüm ve kitaplarımda sıklıkla işlediğim Amerika Birleşik Devletleri (ABD) ile Çin Halk Cumhuriyeti (Çin) arasındaki rekabetin boyutu, diğer ülkeler üzerinde de -özellikle Asya kıtasında ve Asya-Pasifik bölgesinde- etkisini gösteriyor.

Bu etkilenen ülkelerin başında da Japonya geliyor... Bu yıl Şubat ayında yapılan seçimlerle iş başına geçen, milliyetçi çizgide ve eski Başbakan Shinzo (Şinzo) Abe'nin politikalarına devam edeceğini vaat eden yeni Japonya Başbakanı Sanae Takahichi döneminde, Japonya'daki dönüşüm sancısı sürüyor ve Tokyo, giderek daha milliyetçi ve militarist politikalara doğru yöneliyor... Bu doğrultuda geçtiğimiz gün yaşanan bir gelişme ise oldukça dikkat çekici oldu...

Uluslararası basın-yayın organlarına önceki gün düşen bir habere göre, Japonya, bugüne kadar klasik kurumsallaşan istihbarat teşkilatında bir farklılığa giderek, merkezi ve yeni bir istihbarat teşkilatının kurulduğunu ilan etti. "Ulusal İstihbarat Bürosu" adı verilen bu yeni istihbarat teşkilatı, ülkedeki farklı istihbarat kuruluşlarının üzerinde bir çatı organizasyonu görevi görerek, bütün istihbaratın tek bir çatıda toplanmasını ve en faydalı ve verimli şekilde kullanılmasını amaçlıyor. ABD'deki CIA ve Birleşik Krallık'taki MI6 benzeri bir dış istihbarat teşkilatı olmayı amaçlayan oluşum, özellikle endüstriyel espiyonaj konusunda Japonya'yı ve müttefiklerini korumayı hedefliyor. 

Nihon Üniversitesi'nden Profesör Ken Kotani, Japonya'nın yeni Ulusal İstihbarat Konseyi ve ulusal istihbarat teşkilatı modelinin Japonya'ya özgü olacağına inandığını belirtirken, Estonya merkezli Uluslararası Savunma ve Güvenlik Merkezi'nde araştırmacı olan Sanshiro Hosaka da, söz konusu reformun "koordinasyonu güçlendirerek, kurumlar arası engelleri azaltarak ve istihbarat çıktılarının politika yapıcıların gereksinimlerini daha iyi karşılamasını sağlayarak" Japon hükümetinin istihbarat kapasitesini geliştirmeyi amaçladığını ifade ediyor.

Tesadüfi değil ki; Japonya'nın bu dönüşüm sürecinde anayasanın 9. maddesinin değiştirilmesi; İkinci Dünya Savaşı sonrasında bu ülkeye ABD ve müttefikler tarafından dikte edilen pasifist politikalardan kurtularak yeniden güçlü bir ordu inşa edilmesi (Japon Öz Savunma Kuvvetleri'nin ülke topraklarını savunmasının yanı sıra, ülke dışında da operasyonal hale gelmesi) ve bu şekilde Asya-Pasifik bölgesinde Çin'in dengelenmesi konusu yıllardır (Abe döneminden beri) gündemde. Şimdi güçlü bir meclis çoğunluğuna sahip ve popüler bir Başbakan olan Takaichi döneminde de bu konuda ciddi adımların atılabileceği öngörülüyor. 

Bu süreçle eşzamanlı olarak ABD'de de Çin'le olan ilişkilerini kısıtlamaya yönelik bazı spesifik politikalar uygulanıyor. Bu kapsamda son yaşanan gelişme, ABD Savaş (Savunma) Bakanlığı Pentagon'un, her yıl güncellenen "Section 1286" listesinin yeni sürümüne, Çin'in en önemli araştırma üniversitelerinden Fudan Üniversitesi ve Shanghai Jiaotong Üniversitesi gibi bazı yükseköğrenim kurumlarını dahil etmesi oldu. Pentagon'un bu kararı, bu kurumların Çin Halk Kurtuluş Ordusu ile bağları nedeniyle ABD'nin ulusal güvenliğine tehdit oluşturması şeklinde izah ediliyor. Bu şekilde, ABD ile Çin arasındaki akademik iş birliklerine engel getirilmek isteniyor. Bu sayede, Amerikalı yetkililer, ülkenin ulusal güvenliğine fayda sağlayacaklarını; zira bu üniversitelerin bilimsel ilerleme ve insanlığa hizmetten ziyade Çin Halk Cumhuriyeti'nin Halkın Kurtuluş Ordusu olarak bilinen ordusuna hizmet ettiğini ve kritik bilgi ve belgeleri bu şekilde devlet kurumlarına ilettiğini iddia ediyorlar.

Geçtiğimiz gün NATO'da yaşanan Çin asıllı Kanadalı stajyerin ajanlıkla suçlanması skandalı da düşünüldüğünde, küresel liderlik için Çin'le bilek güreşine girişen ABD'nin, Tayvan'ın ve Japonya'nın etkisiyle, Batı dünyasında Çin'e yönelik yeni bir olumsuz dalganın yayıldığı iddia edilebilir. Öyle ki, ABD Dışişleri Bakanı Marco Rubio da, ABD-Çin çatışmasına karşı dursa da, ulusal çıkarları için Pekin'le ilişkilerde her türlü önlemi alacaklarını belirtiyor. Rubio'dan önce bu görevde olan Antony Blinken ise, dünyada (hatta en yakın müttefiklerden Almanya'da bile) artık Çin'in ABD'den daha güvenilir bir aktör olarak algılanmaya başladığı uyarısında bulunuyor. Başkan Trump döneminde Çin'le ekonomik ilişkilerde uygulanmaya çalışılan rekor düzeydeki gümrük vergileri de düşünüldüğünde, ABD'nin "Çin tehdidi" konusunda ısrarcı olduğu anlaşılıyor. Dolayısıyla, büyük resim, ABD ile Çin arasında kızışan ama henüz "decoupling" aşamasına geçmeyen sert bir jeopolitik rekabete işaret ediyor. 

Sonuç olarak, artan ABD-Çin rekabeti gölgesinde, Japonya, özellikle uluslararası sol çevrelerde İkinci Dünya Savaşı öncesindeki emperyal ve faşist Japonya tehdidini anımsatan bir tür militarizme yöneliyor. Ancak yıllardır demokratik rejimin uygulandığı bu ülkede, bu politikanın yayılmacı ve saldırgan amaçlar taşıdığını iddia etmek bence fazla iddialı olacaktır. Zira bu iddianın tam tersine, Japon ve Amerikalı karar alıcılar, Çin'in hızlı yükselişi karşısında aslında yaptıklarıyla Pekin'i dengelemeye çalıştıklarını düşünüyorlar.

‘Person of Interest’ series and the Birth of the ‘Digital Age’

 

Introduction

Created by Jonathan Nolan and aired on CBS from 2011 to 2016, “Person of Interest” is an American science fiction, crime, and drama television series.[1] Beyond being a significant television success with 5 seasons and 103 episodes, it is also a crucial production containing pioneering information and insights into the security reflexes that developed in the United States (U.S.) after the September 11 (9/11) 2001 terrorist attacks and the capabilities that states and non-state actors could achieve with the advanced technological possibilities of the 21st century. With a rating of 8.5/10 on Imdb.com, “Person of Interest” is one of the most successful series of recent times, and its approach to security technologies makes it a production that deserves close examination by Political Science and International Relations experts.

Plot

The series centres on Harold Finch (Michael Emerson), a brilliant and billionaire software engineer who develops an artificial intelligence system called “The Machine” for the government after the 9/11 attacks. The Machine scans all media and surveillance cameras to predict future acts of violence. The government only considers “major” threats like terrorism (on the “relevant list”), while ignoring “minor” crimes involving ordinary people (on the “irrelevant list”). Unable to accept this, Finch creates a backdoor in the system, daily collecting the Social Security Number of a potential victim or perpetrator. To rescue these people and prevent crimes, Finch enlists John Reese (Jim Caviezel), a former CIA agent presumed dead. Reese’s field skills and Finch’s technological prowess combine to launch a clandestine battle for justice on the streets of New York.

Main Actors and Characters

Jim Caviezel (John Reese): Former U.S. Special Forces soldier and former CIA agent. After meeting Finch, he finds a new purpose in life and manages field operations.

Michael Emerson (Harold Finch): The creator of the Machine, a mysterious and computer genius billionaire.

Taraji P. Henson (Joss Carter): An honest NYPD homicide detective who initially pursues Reese and Finch but later helps them.

Kevin Chapman (Lionel Fusco): A former corrupt NYPD detective whom Reese initially blackmails into becoming an informant, but who later becomes a loyal part of the team.

Amy Acker (Root/Samantha Groves): A genius hacker and assassin who can communicate directly with the Machine.

Sarah Shahi (Sameen Shaw): A former ISA agent who eliminates numbers on the government’s terror list and later crosses paths with Finch and Reese.

Analysis of the Series from the Perspective of Security Technologies and the ‘Digital Age’

The TV series "Person of Interest" realistically addresses mass surveillance, artificial intelligence, and algorithmic security policies, exploring issues of state surveillance, big data analytics, and AI autonomy. In this context, the series is notable for exposing the mass surveillance and data collection instruments developed and implemented by some advanced democratic (the U.S., European countries) and authoritarian (People’s Republic of China) states to protect their citizens from threats. While such practices are generally effective in the U.S. and Western countries in the context of security measures and counterterrorism, in countries like China and Russia they are used not only for security purposes but also to control citizens. In fact, the “point system” recently implemented in China evaluates the status of citizens and foreign residents in many areas, from finding jobs to obtaining loans and booking tickets.

In this context, the first thing that stands out is that the Machine, developed by Finch, connects to and collects information from cell phones and other cameras and surveillance systems on roads and in establishments. In this way, the Machine can access millions of security cameras, phone taps, and digital tracking devices throughout New York City, thereby obtaining the raw data source for an autonomous system. While this might have seemed somewhat “fantastic” when the series was first aired, with today’s technological capabilities it is quite possible, even very ordinary.

“The Machine”

Another important aspect is “Big Data” management. In the series, the Machine tracks people’s digital footprints, accumulates large amounts of data in its vast database and memory, generates analyses and conclusions from this accumulated data, and by monitoring communication networks in real time, predicts crime in advance, alerting Finch and Reese, who have access to the Machine, in order to prevent it. While portrayed quite positively in the series, this aspect undoubtedly provides significant opportunities for states, state officials, and malicious individuals to violate personal rights and freedoms. This is, of course, also true for “social media” applications.

The Machine, an autonomous artificial intelligence model, suggests a new era (the Digital Age) that may begin soon with further advancements in AI technologies. In this sense, the Machine, which distinguishes between events directly related to state security and those unrelated to it, actually points to a system where intelligence (for crimes against the state) and police organizations (for crimes against people) could operate separately.

However, as the series clearly demonstrates, in such an environment the question “Quis custodiet ipsos custodes?” (Who will spy on the spying?) becomes reasonable, granting state officials or those with access to such information an abnormal devolution of power that can undermine constitutional equality in democratic states. In an environment where individual privacy is almost non-existent, people are robotized, and the system reaches an uncontrollable, immense power, one undoubtedly thinks of George Orwell’s “Big Brother” and the novel 1984, transforming a technological utopia into a technological dystopia.

Even if individuals do not commit crimes or misdemeanours, when those in positions of power deviate from good intentions and wish to portray individuals, they dislike as guilty, preventing such actions and ensuring justice becomes impossible. This demonstrates the need for much more serious and comprehensive proposals and ideas regarding 21st-century governance and the oversight of state security agencies.

In this sense, it is no coincidence that some of the illegal activities of the NSA (National Security Agency), the authoritative institution in this field in the U.S., were exposed by the revelations of former American agent Edward Snowden, causing reactions all over the world. In subsequent years, scandals (for example, Cambridge Analytica) regarding the use of data collected on behalf of governments, corporations, and politicians by seemingly innocent social media applications (Facebook, Twitter/X, Instagram) also highlight the importance of this issue and trigger more serious philosophical, political, and legal searches regarding the principles by which surveillance can be carried out in democratic societies.

Another important point is the competition in artificial intelligence and technology between the United States and the People's Republic of China, the two most ambitious states in this field today, reminiscent of the “space race” of the 1960s. This is particularly significant at a time when discussions about “power transition” are taking place.[2]

Conclusion

In conclusion, the globally acclaimed and award-winning series “Person of Interest” also points to the risk of the glorified security bureaucracy or “vigilante” figures going astray due to lack of oversight and arbitrariness, and suggests that democratic societies, especially as we enter the Digital Age and the era of artificial intelligence, need to be more careful and cautious.
