Dr. Murat Jane ile Mülakat: Rusya Dış Politikasında Son Gelişmeler

Dr. Murat Jane 1984 yılında doğmuştur. 2007 yılında Gazi Üniversitesi Uluslararası ilişkiler bölümünden mezun olan Dr. Jane, Prof. Dr. Barış ÖZDAL’ın danışmanlığında “Pre-Westphalian ve Westphalian dönemden Post- Westphalian döneme geçerken diplomasinin değişen rolünün analizi” başlıklı tezle 2014 yılında yüksek lisansını, “Rusya Federasyonu'nun Trans-Kafkasya politikasının analizi: Süreklilik mi Dönüşüm mü?” başlıklı tezle 2020 yılında doktorasını Bursa Uludağ Üniversitesi’nde tamamlamıştır. İleri düzeyde İngilizce, orta düzeyde Rusça bilen Dr. Jane, halen İstanbul Aydın Üniversitesi Siyaset Bilimi ve Uluslararası İlişkiler Bölümü’nde Dr. Öğr. Üyesi olarak görev yapmaktadır.

Ozan Örmeci: Murat hocam, bize vakit ayırdığınız için teşekkürler. Mülakatımıza halen devam eden Rusya-Ukrayna Savaşı ile başlamak isterim. Bir buçuk yıl önce başlayan savaşta şu an için gelinen durum nedir? Can kayıpları ve yıkım ağır şekilde devam ediyor mu? Taraflar, mevcut durumu halklarına ve destekçilerine nasıl yansıtıyorlar?

Murat Jane: Ben teşekkür ederim hocam. Rusya-Ukrayna Savaşı, 7 Ekim’de Hamas’ın İsrail’e saldırısı ve sonrasında İsrail’in Gazze’ye yönelik insan haklarına, savaş hukukuna ve genel olarak uluslararası hukuka aykırı operasyonlarıyla devam eden sürecin etkisiyle uluslararası toplumun gündeminde daha az yer almaya başladı. Fakat özellikle son dönemde yaşanan gelişmeler, Rusya-Ukrayna Savaşı’nı yeniden uluslararası toplumun, özellikle de Avro-Atlantik blokun gündemine yeniden getirdi. Özellikle son dönemde Rusya’nın Kiev’e yönelik balistik füze ve İHA’larla yaptığı saldırılar, Ukrayna’nın Dynyeper’in doğusuna yaptığı çıkarmalar dikkat çekicidir. Hatta Ukrayna’nın Herson’a yeni kuvvetler göndererek cepheyi bölme ihtimali de bulunmaktadır. Bu gelişmeler, son iki ayda savaşın iyice tırmandığının göstergesidir. Fakat söz konusu tırmanmanın kime yaradığı konusu oldukça tartışmalı. Ukrayna’ya yönelik desteğin akıbeti Avro-Atlantik Bloku bölmüş gibi gözüküyor. Pentagon’un ABD’nin Ukrayna’ya yardımlarının artacağı, ancak önceki yardımlara kıyasla daha az olacağı açıklaması oldukça dikkat çekicidir. Zira ABD’de halen Ukrayna’ya yapılacak yardım bütçesi onaylanamıyor. Özellikle Cumhuriyetçilerin bu konudaki muhalefeti Ukrayna’yı zor durumda bırakıyor. ABD’nin aksine, Almanya’nın Ukrayna’ya desteğini iki katına çıkaracağını ifade etmesi, Birleşik Krallık’ın yeni Dışişleri Bakanı David Cameron’ın ilk yurt dışı ziyaretini Ukrayna’ya yapması ve Ukrayna’ya verilecek desteği yinelemesi ise Ukrayna açısından pozitif gelişmeler arasında yer alabilir. Buna rağmen, Avrupa’da ve AB’de Ukrayna’ya yönelik destekle ilgili bir bölünme olduğunu ifade etmek mümkündür. Örneğin Macaristan Başbakanı Viktor Orban’ın AB’nin Ukrayna politikasının çöktüğünü açıkça ifade etmesi ve Ukrayna’ya destek konusunda isteksiz davranması, Ekim ayında göreve başlayan ve “Rus yanlısı” olarak bilinen Slovakya Başbakanı Robert Fico’nun Ukrayna’ya silah yardımını sonlandırması ve Rusya’ya yönelik yaptırımlara katılmayacak olması AB içinde de Ukrayna’ya destek konusunda muhalefetin devam ettiğini göstermektedir. Polonya’da ise, yeni hükümet Ukrayna’ya göreli olarak daha ılımlı yaklaşsa da, tarım ve nakliye konusunda Ukrayna ile yaşanan krizin kolay çözülmesi olası gözükmemektedir.

Toparlamak gerekirse, Rusya-Ukrayna Savaşı’nın Avro-Atlantik Bloku daha fazla böldüğü iddia edilebilir. Söz konusu bölünmenin benzerinin Ukrayna iç politikasında yaşandığını söylemek de mümkündür. Nitekim Ukrayna Devlet Başkanı Volodimir Zelensky, 2024’te yapılacak seçimleri savaş hali nedeniyle gerçekleştirmek istememektedir. Zelensky’ye göre, olası seçim atmosferi “Rusya’nın beklediği tiyatro”dur. Bu ifadeden anlaşılacağı üzere, Zelensky, olası bir Rus yanlısı adayla Ukrayna’yı iç politik krize sürüklemekten endişe etmektedir. Fakat seçim nedeniyle olmasa da, iç politik kriz Kasım ayı başında yaşanmış, Devlet Başkanı Zelensky ve Ukrayna Genelkurmay Başkanı Valeri Zalujniy arasında görüş ayrılıkları yaşanmıştır. Zalujniy, Ukrayna Ordusu'nun çıkmaza girdiğini, Batı’nın yarımlarıyla beraber Kırım’a 4 ayda girilebileceğini, ancak Ukrayna’nın bunu gerçekleştiremediğini vurguladı. Zalujniy’e göre, bu yıpratma savaşı Ukrayna’ya zarar vermektedir. Aslında bu ayrışma yeni de değildir. Zelensky, Bahmut’ta Wagner’e karşı yapılan mücadelenin daha fazla sürmesini isterken, Zalujniy Bahmut’taki direnişin Ukrayna Ordusu'nu fazla yıprattığını iddia etmişti. Aslında Zalujniy, savaştaki “Pat” durumunu itiraf etmiş gözüküyor.

Ozan Örmeci: Rusya-Ukrayna Savaşı’nın sona ermesi hususunda nasıl bir gelecek öngörüyorsunuz?

Murat Jane: Yakın gelecekte çabuk sonlanacak gibi gözükmüyor. Rusya, havaların soğumasıyla beraber saldırılarını arttırdı ve özellikle Ukrayna’nın enerji altyapılarını hedef alıyor. Müzakere henüz çok dillendirilmiyor. Her ne kadar NATO Genel Sekreteri Jens Stoltenberg NATO üyelerinin Ukrayna’yı destekleme sorumluluğundan bahsetse de, müzakere için hangi şartların kabul edilebileceğine Ukrayna’nın karar vereceğini vurguladı. Bu ifade, aslında Avro-Atlantik Blokun Ukrayna üzerinden Rusya’yı yıpratmaya çalışacağını düşündürmektedir. Çünkü Ukrayna’nın müzakere şartlarına karar verebilmesi, alabileceği desteğe ve cephedeki ilerleyişinin sürekliliğine bağlıdır. Burada da önemli husus şüphesiz ki Batılı devletlerin desteğidir. Fakat bu konuda, daha önce de belirttiğim gibi net bir tavır gözükmemekte, bu durum da savaşı uzatacaktır. Bunun yanı sıra, Rusya, 2024’te savunma bütçesini arttırmıştır. Mart 2024’teki Başkanlık seçimlerinden önce bu kararın alınması, Rusya’nın savaşı sürdüreceği izlenimini de vermektedir. Dolayısıyla, savaşın hemen sona erme ihtimali düşük görünüyor.

Ozan Örmeci: Rusya’da savaş nedeniyle yaşanan ekonomik ve toplumsal zorluklar neler oldu? Bunlar, Putin yönetimine olan desteği nasıl etkiledi?

Murat Jane: Elbette savaşın başlarında Rusya ekonomik açıdan zorlandı. Fakat son açıklama ve bilgilere göre, Rus ekonomisi, yaşanan sorunlara ve yaptırım paketlerine rağmen büyüme göstermektedir. Başbakan Mihail Mişutsin, Ocak-Eylül 2023 döneminde Rus ekonomisinin % 2.8 büyüdüğünü, büyümenin de özellikle Eylül ayında daha belirgin olduğunu ifade etmiştir. Mişutsin’in aktardığı üzere, hidrokarbon kaynakları dışındaki gelirlerde 2022’ye göre % 30 artış görülmüştür. Putin’in ifadesiyle, GSYİH da Kasım 2023 itibarıyla önceki aya kıyasla % 5.5 artmıştır. Ancak tüm bu olumlu tabloya rağmen, ekonomik olarak Çin’e bağımlılık durumu Rusya içinde de eleştirilmekte ve endişeyle karşılanmaktadır.

Söz konusu savaşın Putin yönetimine desteği konusunda ise bazı kamuoyu yoklamaları bize fikir vermektedir. Örneğin, Levada Center’ın kamuoyu yoklamasına göre Rusların % 70’ten fazlası Putin’e ve mevcut savaşa destek vermektedir. Fakat kamuoyu şirketi FOM’un son dönemlerde yaptığı ankete verilen cevaplar ve oranlar dikkat çekicidir. FOM’un “Son dönemlerde Rus dış politikasını başarılı buluyor musunuz?” sorusuna verilen yanıtlara bakılınca, katılımcıların % 49’u başarılı bulurken, % 23’ü başarısız bulmuş ve kalan % 28’i bu sorunun cevaplandırılmasının zor olduğunu ifade etmiştir. Benzer şekilde, “Son zamanlarda Rus dış politikasında hangi başarılar dikkat çekicidir?” sorusuna katılımcıların % 55’i cevap vermek istememiştir. Başarısızlığa ilişkin cevaplarda ise cevap vermeyenlerin oranı % 59 iken, Ukrayna Savaşı’nın gidişatı diyenlerin oranı % 16’dır. Başka bir ifadeyle, göründüğü kadarıyla Putin ve savaşa yönelik kamuoyu desteği az değildir; ancak FOM’un anketinde olduğu gibi fikrini paylaşmak istemeyen Rus vatandaşları da bulunmaktadır. Aslında bu durum, Rus vatandaşları arasında dış politikaya ilişkin görüş bildirmekten çekinen kesimlerin olduğu da görülmektedir. Hatırlamak gerekir ki, Kremlin Sözcüsü Dmitri Peskov’un kızı Elizaveta Peskova, Ukrayna Savaşı’nın başlarında “Savaşa Hayır” postu paylaşmış, ancak kısa süre sonra silmek zorunda kalmıştı. Bu örnek bile aslında Putin ve Ukrayna Savaşı’na ilişkin kamuoyu desteğinin oranının isabetli tahmin edilemeyeceğini göstermektedir.

Ozan Örmeci: Türkiye-Rusya ilişkilerinde mevcut durum ve gelecek adına beklentileriniz nelerdir?

Murat Jane: Türkiye-Rusya ilişkileri, son dönemde önemli gelişmelerle test edildi. Bunlar arasında İsveç’in NATO üyeliği süreci ve Rusya’nın terörist olarak adlandırdığı Azov taburuna bazı Ukraynalıların serbest bırakılması sayılabilir. Fakat SU-24 ve Rus Büyükelçi Andrei Karlov’un suikaste uğraması gibi krizlerle karşı karşıya kalan Türkiye-Rusya ilişkileri, ortak çıkarlar temelinde yeniden gelişme eğilimine geçmiştir. Türkiye ve Rusya arasında hem rekabet, hem de iş birliği alanları bulunmaktadır ki, rekabet içinde iş birliği temelinde ilişkiler kurulmuştur. Yakın ve orta vadede de bu durumun devam edeceğini düşünüyorum.

Ozan Örmeci: Rusya konusunda görüşlerine başvurabileceğimiz değerli akademisyen ve uzmanlar kimlerdir?

Murat Jane: Türkiye’den aklıma ilk olarak Prof. Dr. İlyas KEMALOĞLU, Prof. Dr. Ömer Göksel İŞYAR, Dr. Öğr. Üyesi Orhan GAFFARLI, Prof. Dr. Erel TELLAL, Prof. Dr. Mitat ÇELİKPALA, Prof. Dr. Oktay TANRISEVER, Doç. Dr. Onur İŞÇİ, Dr. Onur ÖNOL geliyor. Türk akademisyenlerin yanı sıra, Prof. Dr. Richard SAKWA, Dmitri TRENIN, Fyodor LUKYANOV, Andrei TAYGANKOV, Boris KAGARLITSKY ve Taras KUZIO gibi akademisyen ve uzmanların görüşlerinin dikkate değer olduğunu düşünüyorum.

Birleşik Krallık'ta Kabine Değişikliği: Eski Başbakan David Cameron Yeni Dışişleri Bakanı Oldu

 

Birleşik Krallık'ta 2010 yılından beri devam eden Muhafazakâr Parti iktidarı, Brexit referandumu sonrasında yaşanan sancılı Avrupa Birliği'nden ayrılma süreci ve sık yapılan Başbakan değişiklikleri (David Cameron: 2010-2016, Theresa May: 2016-2019, Boris Johnson: 2019-2022, Liz Truss: 2022-2022, Rishi Sunak: 2022-) nedeniyle oldukça yıpranmış durumdayken, Hindistan asıllı genç ve zengin Başbakan Rishi Sunak, anketlerde partisinin ana muhalefet partisi İşçi Partisi'nin neredeyse yarısı civarında oya sahip olduğunu da fark ederek, bugün içerisinde çok hızlı ve şok niteliğinde bir kabine değişikliği gerçekleştirdi. Bu yazıda, Birleşik Krallık'taki kabine değişikliğine dair gelişmeleri özetlemeye çalışacağım.

13 Kasım tarihinde gerçekleştirilen kabine değişikliği sonucunda, Başbakan Sunak, Filistin yanlısı gösterilere izin verdiği için Londra polisini “taraf tutmakla” suçlayan Hindistan asıllı kadın İçişleri Bakanı Suella Braverman'ı görevden aldı ve yerine -Dışişleri Bakanı olarak görev yapmakta olan- James Cleverly'i atadı. Braverman, Hamas'ın terör saldırısı sonrasında İsrail güvenlik güçlerinin Gazze'deki sivil katliamları sonrasında Londra'da düzenlenen Filistin yanlısı protesto gösterilerini "nefret yürüyüşü" olarak değerlendirmiş ve bu konuda Londra polisini de eleştirmişti. Bu nedenle, son dönemde özellikle Müslüman topluluklardan tepki çeken Braverman'ın görevden alınması Başbakan Sunak'ın İsrail yanlısı mesajlarını dengeleme hamlesi olarak yorumlandı.

Kabine değişikliği bağlamında asıl şok gelişme ise, James Cleverly'nin yerine yeni Dışişleri Bakanı olarak eski Muhafazakâr Başbakan David Cameron'ın atanmasıyla yaşandı. 2010-2016 döneminde Başbakan olarak genelde iyi bir performans gösterdiği düşünülen ve özellikle Çin'le ilişkiler konusunda yaptığı açılımlarla hafızalarda yer eden Cameron, böylelikle, Muhafazakâr Parti'nin iktidarı kaybetme riskinin çok arttığı bir dönemde göreve gelerek zorlu bir sorumluluk üstlendi. 11 yıl süreyle Torylerin Genel Başkanlığını yapan (2005-2016) Cameron, Başbakan Sunak'la bazı konularda görüş ayrılığı yaşadığını kabul etmekle birlikte, "güçlü ve yetenekli bir lider" olarak nitelendirdiği Sunak'a yardımcı olmak amacıyla görevi kabul ettiğini açıkladı. Cameron, oldukça iyi giden Başbakanlığını Brexit referandumunda "AB'de kalalım" görüşünü destekleyip kaybetmesi nedeniyle 2016 yılı içerisinde sonlandırmak zorunda kalmıştı. 

Cameron'ın kabineye dönüşü İngiltere basını ve uluslararası basın-yayın organlarında şok gelişme olarak yer alırken, Lordlar Kamarası'nda görev alarak Dışişleri Bakanlığını üstlenecek olan Cameron'ın göreve gelişi, eski bir Başbakan'ın yeniden kabineye dönmesi anlamında ada siyasetinde önemli bir yenilik oldu. Cameron'ın Muhafazakâr Parti'nin eriyen oy potansiyeline ne ölçüde katkı yapabileceği ise halen oldukça tartışmalı bir konu. Zira günümüzde koşullar 7 senesine öncesine oldukça değişmiş ve AB'den ayrılan Birleşik Krallık siyasi ve ekonomik açıdan oldukça durgun bir döneme girmiş durumda. Dahası, yıllardır iktidardan uzakta kalan İşçi Partisi'nin bu defa seçimlere yeni liderleri Keir Starmer önderliğinde çok istekli ve hazırlıklı girecekleri ortada. Yine de, kuşkusuz, Cameron'ın büyük tecrübesi ve karizması, Torylere yeniden bir çıkış yapma şansı sağlayabilir. Nitekim eski Başbakan Theresa May de buna benzer görüşler ifade ederek Cameron'a olan desteğini açıklamış durumda

Sonuç olarak, Birleşik Krallık'ın çok iyi ve "özel ilişkiler"inin olduğu süper güç ABD'den bazı konularda daha farklı ve bağımsız bir dış politika izleyebilmesi için, Ortadoğu ve Asya'da farklı müttefiklik ilişkileri kurması ve bunları sürdürmesi gerekiyor ki, bu bağlamda İsrail konusunda daha dengeli bir duruş ve yine Çin ve Hindistan'la ekonomik ilişkilerin geliştirilmesi gibi politikalar Cameron-Sunak ikilisi tarafından yeni dönemde denenebilir.

Judicial Crisis in Türkiye


Although Türkiye successfully and peacefully organized presidential and parliamentary elections in May 2023 and the Turkish people decided to go on with President Recep Tayyip Erdoğan’s rule and AK Parti’s lead in the parliament, the lack of a coherent democratic political system frequently leads to political crises in the country. A new crisis occurred these days due to a legal disagreement between two top courts in the country. This is often labeled as a “judicial crisis[1] or a “constitutional crisis[2] by the Turkish media. In this piece, I will summarize the most recent political crisis in Türkiye.

The cause of the crisis is the controversial legal situation of the imprisoned deputy of the Workers’ Party of Turkey (TİP), Can Atalay. Atalay has been in prison since April 2022 on charges of “attempting to overthrow the government” during the 2013 anti-government protests, known as the Gezi Park Protests.[3] Atalay was elected a member of the parliament from the democratic socialist TİP in the May 14, 2023 general elections from the city of Hatay. Atalay’s appeal to the Turkish Constitutional Court (Anayasa Mahkemesi) eventually led to a decision in favor of himself and the highest court of Türkiye decided that Atalay’s continued detention violated his rights to personal liberty, parliamentary immunity, and fair trial, and thus, ordered his immediate release.[4]

While pro-democratic groups saw this as progress for returning to a democratic regime in Türkiye, the Court of Cassation (Yargıtay) issued a ruling stating that the Constitutional Court’s decision to release Atalay would not be implemented and filed a criminal complaint against the members of the Constitutional Court who decided on Atalay’s release.[5] The Union of Turkish Bar Associations (Türkiye Barolar Birliği/TBB) interpreted this as “a revolt against the constitutional order in Türkiye” and demanded the immediate resignation of the Court of Cassation’s judges.[6] CHP’s newly elected leader Özgür Özel also condemned the decision and described the development as a “coup against the constitution”.[7] CHP also started a parliamentary watch to protest the decision.[8] Other opposition parties also condemned the decision. For instance, Erkan Baş, the leader of the socialist TİP party, Bilge Yılmaz from the center-right İYİ Parti (Good Party), and former Prime Minister and the leader of Future Party (Gelecek Partisi) Ahmet Davutoğlu, all rejected the decision.[9] Legal experts on the other hand underlined that judges of the constitutional court can only be tried by the Supreme Criminal Court, which is the Constitutional Court itself, further complicating the situation.[10] Lastly, President Erdoğan and pro-government circles took the side of the Court of Cassation. By stating that both courts are the highest legal authorities, Erdoğan criticized the Constitutional Court for its “successive mistakes”.[11]

While the dispute between two high courts points out a serious judicial and political crisis in the country, the non-implementation of the highest court’s decision also proves that even basic notions of the rule of law are non-existent in Türkiye anymore. Article 85 of Türkiye’s current constitution (1982 constitution) clearly states that the Constitutional Court’s decisions cannot be overridden: “If the parliamentary immunity of a deputy has been lifted or if the loss of membership has been decided according to the first, third or fourth paragraphs of Article 84, the deputy in question or another deputy may, within seven days from the date of the decision of the Plenary, appeal to the Constitutional Court, for the decision to be annulled on the grounds that it is contrary to the Constitution, law or the Rules of Procedure. The Constitutional Court shall make the final decision on the appeal within fifteen days.[12] Although the constitution is very clear on this issue, the insistence of the Court of Cassation and the President is illogical and sad concerning the principle of the rule of law in the country. It is a fact that legal decisions and interpretations could change over time, as in the case of the banning of the headscarf for university students as well as public officials. However, as the constitution states, the Constitutional Court’s decision on this issue cannot be refuted and overridden by the Court of Cassation as according to the hierarchy of norms, the Constitutional Court is the highest legal authority in Türkiye.

On this ground, let us hope that President Erdoğan and pro-government circles will not further erode the legal system and will accept the decision in accordance with the principle of the rule of law. In fact, this is the only way Türkiye can improve its democratic and economic situation since foreign investors and international companies would have doubts about a country in which even basic principles of the rule of law are not properly implemented. Moreover, Türkiye’s legal and democratic problems will make its bold foreign policy claims such as the revision of the UN Security Council, etc. weaker in the eyes of the international public. That is why, I strongly recommend a return to democracy and the rule of law as soon as possible.

Avec les récentes situations de guerre et les tragédies humanitaires en Ukraine et en Palestine, l'incapacité des Nations Unies (ONU) et des cinq membres permanents de son Conseil de sécurité (États-Unis, Fédération de Russie, République populaire de Chine, France et Royaume-Uni) est devenue visible et très bien compris une fois de plus par le monde entier. Alors que des enfants et des femmes ont été/sont assassinés, aucun de ces dirigeants de pays militairement puissants et diplomatiquement influents n’a fait preuve d’un effort sincère et réel pour résoudre les problèmes humanitaires et empêcher la perte de vies innocentes. En fait, nous avons tous été témoins de la capacité de l’humanitaire occidental à créer un système mondial dans lequel la barbarie des époques antérieures perdure. Cela prouve la nécessité d’un nouveau système de gouvernance mondiale avant que le système des Nations Unies et le modèle de Bretton Woods créé par Washington après la Seconde Guerre mondiale ne s’effondrent complètement avec l’augmentation des attaques nationalistes de groupes criminels et terroristes ainsi que des crimes commis par les États.

À ce stade, avant de concevoir un nouveau système, il pourrait être approprié de définir ce qu’est et devrait être la « gouvernance mondiale ». La gouvernance mondiale est un terme populaire dans les relations internationales ces dernières années et fait référence à « un ordre déterminé qui émerge d'institutions, de processus, de normes, d’accords formels et de mécanismes informels qui régulent l'action pour un bien commun ». Ann Florini du Brookings Institute, quant à elle, le définit comme un terme « venu principalement d’un groupe d’universitaires qui étudiaient l’agenda mondial, du changement climatique aux questions de sécurité, en passant par les questions de développement économique, et qui regardaient au fait que beaucoup de ces problèmes étaient à l’échelle mondiale et devaient être gérés à l’échelle mondiale ». Ces définitions se concentrent sur différents aspects d’une même image.

La première chose à dire est sans aucun doute l’objectif de créer un « bien commun » dans la gouvernance mondiale. Ainsi, la gouvernance mondiale ne doit pas être créée pour rendre certaines personnes célèbres et puissantes, mais plutôt pour résoudre des problèmes afin d’assurer le bien commun. Deuxièmement, la définition de Florini souligne la nécessité de travailler sur des « problèmes à l’échelle mondiale » plutôt que sur des questions nationales et locales. Dans le monde d’aujourd’hui, du changement climatique aux guerres et au terrorisme, il existe de nombreux problèmes qu’aucun État puissant ne peut résoudre seul et il est absolument nécessaire de coopérer entre les États et les organisations internationales pour réaliser le modèle de gouvernance mondiale. Le troisième aspect de la gouvernance mondiale est la nécessité d’institutions, de processus et d’accords formels qui pourraient diriger ce processus. Ainsi, en plus des organisations internationales déjà existantes telles que l'ONU, l’Organisation mondiale du commerce, la Banque mondiale, le Fonds monétaire international, l’Organisation mondiale de la santé et la Cour pénale internationale et des accords internationaux, notamment la Déclaration universelle des droits de l’homme, l’Accord de Paris sur le climat, Convention d’Istanbul et Convention de Genève, nous devons créer de nouvelles institutions pour faire de la gouvernance mondiale un véritable phénomène. Une autre option pourrait consister à réformer et à améliorer ces institutions et à forcer tous les États à agir en harmonie avec les normes internationales par des pratiques contraignantes.

« Quelle est la source du problème avec le système actuel ? » devient alors une question importante. Pourquoi y a-t-il tant de groupes terroristes, de conflits armés, de guerres civiles et de guerres sur terre ? À ce stade, ce que j’observe de la politique mondiale se concentre autour de 5 problèmes principaux.

Tout d’abord, il existe encore des territoires et des régions qui ne sont pas sous la juridiction du système onusien et sont ouverts à la supervision internationale. Ces territoires varient des États non reconnus aux forêts vierges. Mais une chose est sûre ; sans supervision internationale, nous ne pourrons jamais être sûrs de ce qui se passe dans ces lieux. Ainsi, en résolvant les conflits politiques en Palestine, à Chypre, etc., nous devons ouvrir tous les territoires à la supervision internationale et aux enquêtes officielles.

Deuxièmement, bien qu'il y ait 193 États membres officiels de l’ONU et deux États observateurs (le Vatican et la Palestine), nous n’avons pas réussi jusqu’à présent à concevoir un système qui serait contraignant pour les États lorsqu’ils enfreignent à plusieurs reprises la loi en envahissant d’autres pays et/ou commettre des crimes contre l’humanité. Le nouveau modèle de gouvernance mondiale devrait proposer une solution pour punir les États et les hommes d’État coupables. La répression des crimes contre l’humanité aura certainement un effet dissuasif sur les dirigeants actuels et futurs des États.

Troisièmement, nous devons superviser, contrôler et limiter le trafic d’armes dans le monde afin de prévenir le terrorisme et les guerres. Comme le disait à plusieurs reprises l’auteur russe du XIXe siècle Anton Tchekhov à propos des drames : « Si dans le premier acte vous avez accroché un pistolet au mur, alors dans le suivant, il faut le tirer. Sinon, ne le mettez pas là. » Les guerres et les actes terroristes qui se produisent en Syrie, en Israël, aux États-Unis, en France et partout ailleurs sont le résultat d’un trafic d’armes incontrôlé et illégal dans le monde. Certains États voyous et groupes criminels sont en charge de ce processus et, pour des gains économiques, ils ne voient aucun problème à armer des groupes terroristes susceptibles d’attaquer des civils. C’est pourquoi, nous devons trouver un meilleur système pour contrôler les transactions d’armes entre des groupes autres que les États qui respectent le droit international.

Quatrièmement, il est également vrai que le terrorisme présente certaines conditions pour l’épanouissement de groupes radicaux enclins à verser le sang et à tuer des innocents. Les deux principales raisons du terrorisme sont les énormes inégalités politiques et économiques dans un pays et la propagation d’opinions et d’idéologies radicales. Donc, ce que nous pouvons faire, nous pourrions essayer d’éliminer les inégalités entre les États riches et pauvres ainsi qu’entre les groupes riches et pauvres au sein des pays et également encourager des idéologies plus démocratiques et pacifiques au lieu d’idéologies radicales et dangereuses. À ce stade, les principes de justice du célèbre philosophe politique américain John Rawls pourraient nous aider :

  1. Chaque personne devrait avoir un droit égal au système total le plus étendu de libertés fondamentales égales, compatible avec un système similaire de liberté pour tous.
  2. Les inégalités sociales et économiques doivent être aménagées de manière à ce qu'elles soient à la fois :

(a) pour le plus grand bénéfice des moins favorisés, conformément au principe d’épargne équitable, et

(b) attachés à des fonctions et postes ouverts à tous dans des conditions de juste égalité des chances.

Cinquièmement, étant donné que l’ONU est le système le meilleur et le plus internationalisé que nous ayons développé jusqu'à présent, nous devons réviser l’ONU en incluant de nouveaux membres permanents au Conseil de sécurité afin de résoudre plus équitablement les problèmes politiques du monde. La représentation des musulmans et des continents non représentés doit être une priorité dans le système onusien révisé. La composition actuelle de l’ONU ne répond malheureusement pas aux besoins des peuples en quête de justice et encourage les actes anti-systémiques et ultranationalistes. Nous devons donc résoudre le problème avant que le système tout entier ne s’effondre.

Le développement de l’histoire de l’humanité montre que nous sommes plus enclins au progrès, à la démocratie et au développement au fil des années. Les expériences particulièrement horribles des Première et Seconde Guerres mondiales nous ont aidés à mieux comprendre les conséquences négatives de l’égoïsme, de l’avidité et de l’ultranationalisme. Nous devons donc comprendre que nous devons réviser le système international actuel et créer un meilleur modèle de gouvernance mondiale avant le début de la Troisième Guerre mondiale. Un cessez-le-feu et une solution politique en Palestine pourraient être un point de départ pour le monde entier…

Some Ideas on the World’s Need for a Global Governance System

 

With the recent war situations and humanitarian tragedies in Ukraine and Palestine, the inability of the United Nations (UN) and its Security Council’s 5 permanent members (the United States, Russian Federation, People’s Republic of China, France, and the United Kingdom) became visible and very well understood once again by the whole world. As children and women were/are murdered, none of these militarily powerful and diplomatically influential countries’ leaders showed any sincere and real effort to solve humanitarian problems and prevent the loss of innocent lives. In fact, we have all witnessed that Western-based humanitarianism has been able to create a world system in which the barbarism of earlier ages continues. This proves the necessity of a new global governance system before the UN system and the Bretton Woods model created by Washington following the Second World War completely collapse with increasing nationalist attacks by criminal and terrorist groups as well as crimes committed by states.

At this point, before designing a new system, it might be appropriate to define what is and should be “global governance”. Global governance is a popular International Relations term in recent years which refers to “a purposeful order that emerges from institutions, processes, norms, formal agreements, and informal mechanisms that regulate action for a common good”.[1] Ann Florini from the Brookings Institute, on the other hand, defines it as a term “that came around mostly from a bunch of academics who were looking at the world’s agenda, everything from climate change to security issues, to economic development issues, and looking at the fact that a lot of these were global-scale problems that needed to be managed on a global scale”.[2] These definitions focus on different aspects of the same picture.

The first thing to be said is for sure the aim of creating a “common good” in global governance. So, global governance should not be created to make some people famous and powerful, but rather to solve problems to provide the common good. Secondly, Florini’s definition underlines the necessity of working on “global-scale problems” rather than national and local issues. In today’s world, starting from climate change to wars and terrorism, there are many issues that none of the mighty states can solve alone and there is absolutely a need for cooperation between states and international organizations to realize the global governance model. The third aspect of global governance is the necessity of formal institutions, processes, and agreements that could direct this process. So, in addition to already existing international organizations such as the UN, World Trade Organization, World Bank, the International Monetary Fund, World Health Organization, and the International Criminal Court and international agreements including the Universal Declaration of Human Rights, Paris Climate Deal, Istanbul Convention, and the Geneva Convention, we need to create new institutions to turn global governance into a real phenomenon. Another option might be to reform and make these institutions better and force all states to act in harmony with the international norms by binding practices.

What is the source of the problem with the current system?” then becomes an important question. Why there are so many terrorist groups, armed conflicts, civil wars, and wars on the earth? At this point, what I observe from global politics centers around 5 main problems.

First of all, there are still territories and regions that are not under the jurisdiction of the UN system and are open to international supervision. These territories vary from unrecognized states to virgin forests. But one thing is for sure; without international supervision, we can never be sure of what has been happening in these places. So, by solving political conflicts in Palestine, Cyprus, etc., we need to make all territories open to international supervision and official investigations.

Secondly, although there are 193 official UN member states and two observer states (Vatican and Palestine), so far, we have not been able to devise a system that would be binding for states when they are repeatedly breaking the law by invading other countries’ territories and/or committing crimes against humanity. The new global governance model should come up with a solution for punishing guilty states and statesmen. Punishment for crimes against humanity will certainly have a deterrence effect on the current and future leaders of states.

Thirdly, we need to supervise, control, and limit arms trafficking in the world to prevent terrorism and wars. As 19th-century Russian author Anton Chekhov said many times for dramas, “If in the first act, you have hung a pistol on the wall, then in the following one it should be fired. Otherwise don’t put it there.[3] Wars and terrorist acts happening in Syria, Israel, the United States, France, and all other places are the results of uncontrolled and illegal arms trafficking in the world. Some rogue states and criminal groups are in charge of this process and for economic gains, they do not see any problem in arming terrorist groups who might attack civilians. That is why, we need to find a better system for controlling arms deals between groups other than states that comply with international law.

Fourthly, it is also a fact that terrorism has certain conditions for the flourishing of radical groups who are inclined to shed blood and kill innocent people. The two most important reasons for terrorism are enormous political and economic inequalities in a country and the spread of radical views and ideologies. So, what we can do, we could try to eliminate inequalities between rich and poor states as well as rich and poor groups within countries and also to encourage more democratic and peaceful ideologies instead of radical and dangerous ones. At this point, famous American political philosopher John Rawls’ justice principles might help us:

  1. Each person should have an equal right to the most extensive total system of equal basic liberties compatible with a similar system of liberty for all.
  2. Social and economic inequalities are to be arranged so that they are both:

(a) to the greatest benefit of the least advantaged, consistent with the just savings principle, and

(b) attached to offices and positions open to all under conditions of fair equality of opportunity.

Fifthly, since the UN is the best and most internationalized system we have developed so far, we have to revise the UN by including new permanent members to the Security Council to solve political problems in the world more fairly. The representation of Muslims and unrepresented continents must be a priority in the revised UN system. The current composition of the UN unfortunately does not satisfy people’s needs in their search for justice and encourages anti-systemic and ultranationalist acts. Thus, we need to solve the problem before the whole system collapses.

The development of human history shows that we are more prone to progress, democracy, and development over the years. Especially horrific experiences of the First and Second World Wars helped us to better understand the negative consequences of selfishness, greed, and ultra-nationalism. So, we need to realize that we have to revise the current international system and create a better global governance model before the Third World War commences. Ceasefire and a political solution in Palestine could be a starting point for the whole world…
